European Conference on PQC Migration


This 2nd European Conference on the subject of migration to post-quantum cryptography (PQC) is organized by our Dutch-French-German consortium consisting of ANSSI (the French Cybersecurity Agency), BSI (the German Federal Office for Information Security), MinBZK (the Ministry of the Interior & Kingdom Relations of The Netherlands), CWI (National Research Institute for Mathematics and Computer Science in The Netherlands) and TNO (Netherlands Organisation for Applied Scientific Research).

About the Conference

Cryptography is at the heart of internet security. However, much of the currently deployed cryptography is vulnerable to quantum attacks, which will become effective once large-scale quantum computers become feasible. Therefore, the affected cryptographic standards must be replaced by ones that offer security against quantum attacks. The post-quantum cryptography transition may take organizations ten years to complete, or longer. To remain secure and comply with legal and regulatory requirements, affected organizations should act now. What do you need to know - and what can you do - in order to continue your course of business securely?

The Conference addresses such questions about PQC transition in a program featuring international experts and stakeholders in the cyber security domain, with the aims of stimulating cross-border cooperation, accelerating the transition to PQC and strengthening European cybersecurity. Our target audience consists of higher management and security professionals from government, industry, and the private sector.

Our joint Dutch-French-German initiative for the Conference grew out of the “Act Now, Not Later” Symposium Series (2021–) in The Netherlands organized by CWI and TNO with the purpose of raising national awareness and helping to foster a community ready to tackle the quantum threat. As the quantum threat transcends national borders, international coordination is essential, as reflected by the recent EU Roadmap for PQC migration, led by France, Germany and The Netherlands. This is why our joint multinational consortium started to organize the European Conference series on PQC Migration, of which the first edition was held in December 2025.
